Iran–Qatar Talks Continue as Trump Leaves Door Open to Further US Strikes

Doha / Tehran / Washington | November 2, 2026

Diplomatic efforts to prevent another escalation in the US–Israeli war on Iran continued on Sunday, as Iranian negotiators and Qatari mediators held a third consecutive day of talks in Doha. At the same time, US President Donald Trump has not ruled out further military action after the November 3 US midterm elections.

According to Reuters, an official briefed on the discussions said the talks were aimed at finding a way to end the conflict. Iranian Foreign Minister Abbas Araghchi described the consultations as ongoing and progressing, saying Tehran remained prepared for both defence and diplomacy.

Hormuz reopening proposal remains under discussion

Araghchi said discussions were continuing around a proposal that could lead to the reopening of the Strait of Hormuz within two days of a potential agreement with Washington.

The proposal, as reported by Al Jazeera and cited by Reuters, remains under discussion. Araghchi said no final conclusion had been reached.

The Strait of Hormuz is a strategically important international shipping route for global energy supplies. Any agreement affecting maritime traffic could have consequences for oil markets and regional trade.

Trump has not announced a decision on further strikes

Reuters reported that US Secretary of State Marco Rubio said Trump had not decided whether to launch further strikes against Iran and would prefer a diplomatic resolution.

Trump has said the United States would not launch new attacks before the November 3 midterm elections, while leaving open the possibility of military action afterwards.

Separately, the Associated Press reported on October 28 that two diplomats briefed on the matter said US officials had privately urged several Middle Eastern countries and regional allies to prepare for possible renewed strikes and potential Iranian retaliation.

The AP report also explicitly stated that Trump had not made a final decision. The White House and US officials declined to comment on the reported warnings.

The reported preparations should therefore not be interpreted as confirmation that a new attack has been authorised or scheduled.

Iran signals readiness while diplomatic channels remain open

Reuters reported that Iran’s Supreme Leader Mojtaba Khamenei had ordered the armed forces to remain prepared for a possible attack. The Iranian military subsequently announced steps to strengthen its readiness.

Iran has repeatedly warned that any new attack would trigger a response against US and Israeli targets in neighbouring countries, according to Reuters.

These statements underline the risk of a wider regional confrontation. However, the diplomatic contacts in Doha indicate that negotiations have not been abandoned.

What is confirmed—and what remains uncertain

As of November 2, the available reporting establishes that:

  • Iranian and Qatari representatives held a third consecutive day of discussions in Doha on November 1, according to Reuters.
  • A proposal concerning the possible reopening of the Strait of Hormuz remains under discussion; no final agreement has been announced.
  • Rubio said Trump had not decided whether to launch further strikes.
  • AP reported private US warnings to regional allies, based on information from two diplomats who spoke anonymously.
  • No confirmed announcement of a new US attack on Iran has been established by the sources cited in this report.

The immediate question is whether diplomatic efforts can produce an agreement before the risk of renewed military confrontation grows further. For now, negotiations are continuing, but a final outcome remains uncertain.
